Pominięte zostały dość dynamiczne zmiany dotyczące rozwoju struktur luterańskich na ziemiach polskich w latach 1772-1828 (w tym na obszarze Księstwa Warszawskiego), związane z włączaniem ich do systemu państw zaborczych. Reforma Steina, czyli patenty królewskie z 16 i 26 grudnia 1808 wprowadzały kontrole państwa nad strukturami kościołów ewangelickich. Zniesiono luterańskie Oberkonsistorium i Konsistorien w prowincjach, oraz reformierte Kirchendirktorium.
